We are seeking a highly experienced Financial Structuring, Modelling & Investments Expert to support an energy-sector programme in the Democratic Republic of Congo (DRC).
This is a senior advisory role focused on strengthening project bankability, coordinating financing priorities, supporting investment mobilisation and helping government and programme stakeholders resolve financial bottlenecks across a portfolio of priority energy projects.
The successful candidate will work across government, development finance institutions, investors, implementing agencies and development partners, providing technical financial expertise and clear decision support to senior government stakeholders.
Key Responsibilities
Develop, maintain and review project financial models and financing structures.
Assess project bankability, financial viability, funding gaps, risks and mitigation options.
Support project prioritisation based on readiness, financing need, strategic impact, implementation risk and investor appetite.
Prepare investment briefs, bankability notes and concise decision briefs for senior government stakeholders.
Build and maintain targeted engagement with DFIs, concessional financiers, commercial lenders, infrastructure funds, impact investors and local financial institutions.
Support investor meetings, roadshows and development partner discussions, including follow-up actions and decision tracking.
Identify opportunities for guarantees, blended finance, results-based finance and local-currency financing.
Identify and help resolve financing bottlenecks affecting project delivery.
Maintain oversight of financing progress, dependencies and next actions across a portfolio of priority projects.
Support the development and operationalisation of the investor platform.
Provide knowledge transfer and capacity building to government and programme counterparts.
Qualifications & Experience
Master’s degree in finance, Economics, Financial Engineering, Business, Infrastructure Finance or a related field.
Minimum 15 years’ relevant experience in project finance, infrastructure finance, PPPs, financial modelling, investment mobilisation or transaction advisory.
Energy-sector experience is strongly preferred.
Demonstrated experience working with governments, DFIs, development partners, private investors and implementing agencies in complex multi-stakeholder environments.
Strong understanding of project bankability, financing structures and DFI risk-mitigation instruments.
Proven ability to explain complex financial issues clearly to senior non-financial stakeholders.
Sub-Saharan Africa experience is required.
Experience in the DRC or Francophone Africa is a strong advantage.
Excellent written and spoken French is required.
Professional working English is highly desirable.
