Financial Structuring, Modelling & Investment Mobilisation Expert
Kinshasa, DRC | 12 Month Contract
We are seeking a highly experienced Financial Structuring, Modelling & Investment Mobilisation Expert to support implementation of the DRC National Energy Compact under Mission 300, with support from the Global Energy Alliance for People and Planet (GEAPP).
Mission 300 is a joint initiative led by the African Development Bank and World Bank Group to expand electricity access across Africa. In the DRC, the National Energy Compact sets out priority actions, investment commitments and policy reforms aimed at expanding energy access, strengthening energy security and supporting socio-economic development.
This is a senior advisory role focused on the Compact’s financial structuring, project bankability and investment agenda. The successful candidate will work across government, DFIs, development partners, investors and implementing agencies to support priority projects and financing decisions.
Key Responsibilities
Lead financial analysis and structuring across priority energy projects.
Develop and review project financial models and financing structures.
Assess project bankability, identify financing constraints and recommend appropriate solutions.
Support project prioritisation based on readiness, financing need, implementation risk and investor appetite.
Engage with DFIs, investors and financial institutions to support project financing and investment mobilisation.
Identify opportunities for guarantees, blended finance, results-based finance and local-currency financing.
Prepare investment briefs, bankability notes and decision briefs for senior government stakeholders.
Maintain oversight of financing progress, bottlenecks and key dependencies across the portfolio.
Qualifications & Experience
Master’s degree in Finance, Economics, Financial Engineering, Business, Infrastructure Finance or a related field.
Minimum 15 years’ relevant experience in project finance, infrastructure finance, PPPs, financial modelling, investment mobilisation or transaction advisory.
Energy-sector experience strongly preferred.
Experience working with governments, DFIs, development partners and private investors.
Demonstrated knowledge of DFI guarantee and risk-mitigation instruments.
Strong ability to assess financial models and communicate risks and options clearly to senior stakeholders.
Sub-Saharan Africa experience is required.
Experience in the DRC or Francophone Africa is a strong advantage.
Excellent written and spoken French is required.
Professional working English is highly desirable.
